The Owerri Custodial Centre's primary mandate is the holistic transformation of offenders, moving beyond mere incarceration to focus on human development and skill acquisition. Under the Nigerian Correctional Service Act of 2019, we are fully committed to ensuring that every inmate is treated humanely and provided with the essential tools needed to become productive, law-abiding citizens upon release. This commitment involves providing adequate food, clothing, housing, and access to necessary medical and psychosocial support to address mental health challenges and aid in personal reform.

Our comprehensive Rehabilitation and Reintegration Programs are structured to combat recidivism by equipping inmates with sustainable life skills. These programs include robust educational components, offering Adult Literacy classes and preparation for national examinations like the WASSCE and NECO. Simultaneously, our vocational training workshops provide practical, hands-on instruction in high-demand trades such as carpentry, tailoring, welding, and ICT, ensuring inmates leave the centre with certified skills that guarantee economic independence and successful resettlement into their communities.
